Let the heavens

and let the earth

the earth (at large, or partitively a land) -- common, country, earth, field, ground, land, natins, way, + wilderness, world.
rejoice
giyl (gheel)
to spin round (under the influence of any violent emotion), i.e. usually rejoice, or (as cringing) fear -- be glad, joy, be joyful, rejoice.
and let men say
